Respectfully, I disagree that the "burden" is on the lower-ranked player. If this player immediately e-mails his/her opponent with suggested times, copying the TD, then the burden is shifted to the other player.
Ideally, that player then e-mails back an acceptance of one of the suggested times, or proposes other times. Assuming the latter, and assuming none of THOSE times work for you, bet the TD involved to work out a compromise. It will become clear to the TD who is being flexible and who is not.
When this procedure is followed, a FF is almost unheard of. Virtually all FFs stem from a lack of communication. Look at it from our point of view: if both players just sit around waiting for the other to show up, how can we possibly do anything to help?
So the solution is, e-mail! Immediately! Then you're covered.
