It matters because in the case of a tie it is best that neither of the two tied players be passing to each other, you can really mess someone up that way.
Likewise, the RR. In any given game of more than 4 hands you're going to pass at least twice to the player on your left. If the seats were not changed, the player to your left would be the recipient of your pass more often, in the course of 2 or more games, than nay other player. Since some players are prone to much riskier, or deadlier, passes than others, this might be preceived by some as an advantage or disadvantage in a RR where you all stay at the same table, so let's mix it up.
What we've done away with in the RR is the confusing "formula". Just let the winner stay seated, and the rest move to some other seat, that's fairly simple.
