First off, it would be very difficult to prove "intentional loss". Intent implies something done deliberately. A deliberate act requires proof.
In my opinion one of the things required would be a copy of the hands played so you could prove that someone had the cards and purposely either did not bid correctly, overbid, or played badly by design.
In pinoy, for example, we have a "last hand" button that provides the order and cards in which the previous hand was played. This could be useful in attempting to prove that someone set out deliberately to lose intentionally.
The second thing I think that would be required to prove this would be determining what the motivating factor is. In other words, why?
If you could prove by screenshot that a person deliberately played to lose or had the intent to affect your play, then this should be discussed with the TD, the proof provided, and then the player note being added.
