This is a tricky one to call, as it's not so widely implemented as it used to be. The purpose of the Intentional Delay is to keep the tournies running as smoothly as possible, with as little waiting as necessary. If you sign up for a tourney, a minute before start, and leave to do your laundry for 10 minutes before beating the timer for 1 minute, it would be abusing the system. The timer is really only for players who are missing such as loss of internet, or bad computer troubles. Players who do have a fine connection, and are just delaying the tourney because they are doing something else, are abusing the timer system, especially if it's recurring (most of the time we put this rule in effect is because they are repeat offenders for one reason or another).
My experience with it is that it's used only sparingly, and with sufficient time (so much so, it's close to the 10 minute timer anyway) and multiple warnings to the player through multiple platforms (lobby, EM, and sometimes even IM). It is used in extreme cases, and not very often.
If you have any questions specifically about why it was used in your situation, and any other concerns about it, I would recommend emailing the TD/HA... or if necessary the League Director and/or Rules Director.
