The rules state "TDs are empowered to intervene in lagging matches because of Slow Play, or matches that have clearly stalled a bracket of the tournament, and award the match to the player who is not at fault, or to the player in the lead if nobody is at fault"

What is considered as stalling a bracket.

The reason im asking, is in a match that would normaly take 15 mins, after 9 mins a player was booted. Then 6 mins into a timer, the 2nd player then got booted, thus losing the table.

End result, 30 mins after the start, a rematch was ordered as the table was lost. It was over 45 mins from start, before the final in a T with 4 in, could start
