As originally proposed (dealer bids, other 3 players match his bid) it seems pointless to me. Why? Because if you are ahead coming to the last hand, you can make an impossible bid and preserve your lead.
It was suggested that the bid be limited to 4, which makes more sense, but in reality this game will devolve into a no-nils version of 3-or-more, with most dealers choosing to bid 3 every hand.
Homie's suggestion of a game where ONE opponent must bid the same as what the DEALER bids, on the other hand, is very intriguing to me.
Dealer may make any bid. At least ONE of the opponents must make exactly the same bid as dealer.
That's how I'd write it up.
